Subject	Has anyone ever seen this happen to OEM paint before?

Message	2 weeks ago the paint had no problems. Its has been raining like crazy over here and when my friend went to take the car out he noticed this on the pass. side fender. When he sent me photos 2 weeks ago I thought maybe it was the clear flaking off or maybe wax build up. But I went to his house yesterday and it is under the clear. The clear still has a shine too. I have never seen this and thought I would ask here. He is going to take it a paint shop later today. Also his clock and windshield wipers work with the key out of the ignition. This also started around the same time the paint problem.
